Ezra Chiloba Simiyu born in 1979 is the current Director-General at the Communication Authority of Kenya. He has also served as the Chief Executive Officer at the Independent Electoral and Boundaries Commission (IEBC).
Social media user refers to him as the best definition of ” tall, dark and handsome”. As a result of his stunning looks, he was nicknamed “Chilobae” by Social media users.
Chiloba is also a farmer, something many people didn’t know until he was dismissed from IEBC and went back to farming. According to him, he didn’t have time to showcase his farming skills due to the busy office he was holding.
Chiloba was appointed to serve as the IEBC CEO ahead of the 2017 election. However, he gained popularity and attracted attention after the scandals that followed the 2017 election that led to the nullification of the 2017 presidential result.

Chiloba is academically gifted, he attended Mutua Primary School where he sat for his KCPE soaring 539 out of 700 in 1993. After his excellent performance, he managed to join St. Joseph’s High School in Kitale one of the best schools in Kenya.
However, due to poverty, his parents could not afford to pay school fees and he was forced to drop out in form two due to lack of fees. After dropping out his aunt came to his rescue and helped him to enroll in Kwanza Boys High School.
At Kwanza boys, he managed to secure a bursary, worked hard, and attained an A- in his KCSE. From a small village in Trans Nzoia county, he secured a chance at the University of Nairobi school of law and graduated in 2003. He also holds an MA in Public Policy from the Central European University.

Career
Chiloba is among the few Kenyans with a calling in leadership, despite coming to the limelight in 2017. Chiloba had worked in other companies, serving in different capacities.
Chiloba has worked with both the government sector as well as private sectors. Some of the organizations he has worked with include the United Nations Development Programs ( UNDP), Kenya National Commission of Human Rights. He has also worked with the Center for Minority Rights Development, South Consulting Africa, and Oxfam Novib.
He served with UNDP for a period of five years, during this stint he managed to support the organization by mobilizing and managing a project budget amounting to $45 million.
Prior to his appointment as the CEO of IEBC, Chiloba was serving as the deputy team leader, heading DFID-DANIDA programs managed by DAI.
Working for IEBC
Before 2017, election IEBC declared the position of CEO vacant. The seat became vacant after James Oswago term lapsed in late 2014. Chiloba was then appointed as the new CEO on January 12th, 2015 after emerging as the best fit for the job after the interviews.
Chiloba took the helm two years to the general election, in 2017 there was a lot of tension at IEBC and things even got more complicated after the death of Chris Musando before the election. Musando was heading the IT department at IEBC.
After the election, things started going south for Chiloba after many irregularities were found thus nullifying the presidential result. After the nullification, all faults fell on him.
IEBC chairman Wafula Chebukati then ordered for closure of his office as he was being investigated. The scandals led him to trend in social media for several days, trending almost every day plus his good looks social media users dubbed him “Chilobae”.
On the other hand, NASA which was the opposition party at the time was pushing him to resign alleging he was part of the problem. After a back and forth battle on 12th October 2018, Chiloba received a termination letter signed by the chairman, Wafula Chebukati.
According to him, he cited that as per the letter he was sacked because he declined to appear before a disciplinary committee after being invited twice.
After his termination from the commission, he decided to venture into farming. During the pandemic, he was busy doing large-scale farming in his rural area.
Working with the Communication Authority of Kenya
Chiloba is not only lucky but he is a clear definition of a leader with the required leadership skills. Despite his dismissal at the IEBC, he was recently appointed as the new Director-General of Communication Authority of Kenya in September 2018.
According to the board of directors after a thorough search for the best candidate, Chiloba emerged as the best fit. He took over from his predecessor Francis Wangusi who went on to retire.
Chiloba will serve in that position for a renewable term of four years. Since he took over his impact in the Institution has been felt by some of the radio stations after he issued a warning of terminating their frequencies if they don’t get the required licenses.
